Does it express the will of the majority? That's questionable, as many Liberal, NDP and Bloc supporters might say otherwise. Dion stated he wouldn't form a coalition with the NDP, let alone the Bloc. Finally, while not a Separatist government, it is at the mercy of a Party with Sovereignty as its motivation and core value. Can it really even last the 18 months that have been indicated?
